SCOPE and CBC organize DAKSH 2.1 Classroom Immersion at IIM Indore

Adding a distinguished chapter to SCOPE and the Capacity Building Commission (CBC)’s flagship leadership program ‘DAKSH’, inaugural ceremony of the six-day classroom immersion at IIM Indore of DAKSH 2.1 was addressed by Shri Atul Sobti, Director General, SCOPE; Dr. Alka Mittal, Member, CBC; Shri Vineet Hemrajani, Managing Partner, Egon Zehnder; Prof. Ranjeet Nambudri, Dean (Faculty), and Prof Manish Popli from IIM Indore. Senior officials from CBC, SCOPE, knowledge and academic partners Egon Zehnder and IIM Indore were also present during the event.

DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a 12-month immersive learning journey, meticulously designed to be future-focused, empowering participants with the strategic, behavioral, and transformational competencies required to navigate the complex and evolving challenges of the public sector.

Building on the first batch’s success, 72 high-potential senior executives from various PSEs have begun a six-day immersion at IIM Indore, featuring faculty-led sessions and simulations designed to sharpen strategic perspective, agility, and leadership in complex environments.

This milestone reaffirms the commitment of SCOPE towards enhancing leadership capacity in India’s Public Sector and nurturing a cadre of visionary leaders capable of driving transformation, innovation, and sustainable growth and strengthening the PSE succession pipeline.

SCOPE organizes DAKSH Dikshant Samaroh on Public Sector Day

SCOPE organized DAKSH Dikshant Samaroh, convocation for the inaugural batch of its flagship senior leadership program with Capacity Building Commission (CBC), Govt. of India. Shri Ajit Seth, Former Cabinet Secretary and Former Chairman, PESB along with Shri K. P. Mahadevaswamy, Chairman, SCOPE & CMD, NBCC; Shri Atul Sobti, Director General, SCOPE; Shri Adil Zainulbhai, Former Chairperson, CBC; Ms. Alka Mittal, Member, CBC; Prof. Bharat Bhasker, Director, IIM Ahmedabad; and Shri Amit Khera, Senior Partner, McKinsey & Company addressed the ceremony. Marking the beginning of month-long Public Sector Day celebrations, the event witnessed the Launch of Public Sector Day film and latest issue of SCOPE’s journal KALEIDOSCOPE. Dignitaries from Ministries; Govt. Departments; senior officials from PSEs and knowledge and academic partners McKinsey & IIM Ahmedabad and family members of graduating participants. During the program certificates were presented to more than 70 successful participants while Awards to winners of DAKSH’s Live Action Learning Projects (LALP) were also conferred.

Chief Guest Shri Ajit Seth emphasized that future-ready leaders must blend national pride with expertise to navigate stakeholder complexity. Commending SCOPE and CBC for bridging functional gaps, he urged a shift toward modernization, stressing that executives must master global imperatives by balancing efficiency, innovation, and resilience.

Shri K.P. Mahadevaswamy noted that the SCOPE-CBC collaboration has created a distinctive journey for future leaders, emphasizing that the transition from functional to enterprise leadership requires a mindset shift supported by structural interventions like DAKSH.

Shri Atul Sobti in his address said that DAKSH flagship program was designed to transform functional experts into visionary leaders for a Viksit Bharat. Highlighting the culmination of a rigorous 12-month leadership journey, he noted that the initiative has already produced 73 “future fluent leaders” and urged the graduates to view their completion not as an end, but as a beginning for embracing broader roles and the higher expectations.

Shri Adil Zainulbhai lauded the participants, challenging them to introspect on their evolution as both individuals and leaders. He urged them to catalyse organizational change and contribute to a Viksit Bharat by adopting a mission-driven mindset geared toward national excellence.

Ms. Alka Mittal in her address reiterated the program’s mission as fostering leadership through mutual learning and lifelong networking and urged participants to remain committed to continuous self-development.

Prof. Bharat Bhasker said that Public Sector leadership carries a unique complexity, as it must answer to a vast array of stakeholders and  to be truly effective, leaders must deeply understand and navigate their organization’s inherent culture to drive meaningful progress.

Shri Amit Khera lauded the graduates for a pivotal mindset shift—moving from mere knowledge acquisition to a lifelong commitment to learning. He also urged them to embrace a spirit of service toward their organisations.

Principal Secretary to the Hon'ble PM inaugurates 2nd Batch of DAKSH, a SCOPE-CBC commitment for leadership excellence

Dr. P. K. Mishra, Principal Secretary to the Hon’ble Prime Minister launched the 2nd Batch of DAKSH, a flagship leadership program by Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC). Ms. S. Radha Chauhan, Chairperson, CBC; Shri K. Moses Chalai, Secretary, DPE; Ms. Rachna Shah, Secretary, DoPT; Shri K.P. Mahadevaswamy, Chairman, SCOPE; Shri Atul Sobti, Director General, SCOPE and Dr. Alka Mittal, Member, Administration, CBC were also present during the launch at SCOPE Complex, New Delhi. The event was participated by eminent dignitaries including Secretaries from Government of India; Members, Public Enterprise Selection Board (PESB); Chief Executives, Directors and senior leadership of various Government Departments, CBC, Ministries and PSEs.

Developed through a collaboration between SCOPE and the Capacity Building Commission (CBC), GoI, DAKSH has already laid a strong foundation for a robust leadership ecosystem through its inaugural batch. With the launch of the 2nd Batch, the programme continues its mission of strengthening leadership capabilities and fostering excellence across India’s public sector.

While inaugurating the program, Dr. P.K. Mishra said that the Public Sector are architects of India’s industrial and infrastructure base and they have played and are still playing an important role in the development of the nation. He added that in an increasingly volatile world, Public Sector have the stability to bring about development and are uniquely placed for energy transition, but also cited the need for them to become competitive by being innovative and technology oriented. He further encouraged DAKSH participants to leverage the program, broaden their horizons and sharpen their judgment

Appreciating the unique leadership framework developed by CBC and SCOPE, Shri K. Moses Chalai advised that the next generation of leaders must be equipped with both clear vision and broad peripheral knowledge. He described DAKSH as a timely and vital intervention, designed to cultivate the high-calibre managers and leaders who will drive the nation’s economy forward.

Expressing his gratitude to Dr. P.K. Mishra and other distinguished dignitaries, Shri Atul Sobti remarked that, as the apex body of PSEs, SCOPE has always been driven by a core purpose: to remain relevant and meaningful. He highlighted that the DAKSH leadership program is a testament to this mission, cultivating leaders equipped to navigate dynamic and complex environments with vision, agility, and accountability.

Dr. Alka Mittal in her address shared that the DAKSH leadership program aims to fortify the human resource foundation by enhancing both individual and institutional capacity. She emphasized that the program is designed for future-readiness, framing leadership not just as a goal, but as a lifelong journey of growth.

The second cohort of DAKSH being organised in association with Knowledge partner Egon Zehnder and academic partner IIM Indore, brings together over 70 high-potential senior executives from various PSEs across the country. SCOPE and Capacity Building Commission partner with ISB for DAKSH Leadership program

Pivoting future leadership through DAKSH leadership program, Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC), GoI and signed an agreement with the Indian School of Business (ISB) for the third batch. Shri Atul Sobti, Director General, SCOPE, Shri Jagdeep Gupta, Secretary, CBC, and Professor Madan Pillutla, Dean, Indian School of Business (ISB) signed the agreement in the presence of Dr. Alka Mittal, Member, CBC; Shri Adil Zainulbhai, Former Chairman, CBC, along with other officials from CBC, SCOPE and ISB.

DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a first-of-its-kind flagship leadership development initiative jointly conceptualized by SCOPE and CBC that aims at equipping high-potential executives, expected to assume Board level positions with advanced leadership capabilities, strategic thinking, and a comprehensive understanding of emerging industry dynamics.

The third batch of DAKSH, anchored by ISB as the Knowledge and Academic Partner, will focus on developing leadership capabilities across key domains such as strategic decision-making, governance and risk management, stakeholder ecosystem navigation, digital transformation, and leading large organizations in a dynamic environment.

The signing of this agreement marks another significant milestone in DAKSH, SCOPE and CBC’s flagship leadership program for PSEs, further strengthening their shared vision of building enduring leadership capacity across India’s PSEs.

Marking a significant milestone for Standing Conference of Public Enterprises (SCOPE) and the Capacity Building Commission (CBC)’s flagship leadership program ‘DAKSH,’ Shri Adil Zainulbhai, Chairman, CBC; Shri Atul Sobti, Director General, SCOPE; Dr. Alka Mittal, Member, CBC; and Prof. Bharat Bhasker, Director, IIM Ahmedabad, addressed participants during the first educational immersion session held at IIM Ahmedabad. This six-day immersive educational experience at IIM Ahmedabad features faculty-led sessions, case analyses, interactive discussions, and peer-to-peer learning, exemplifying a robust collaboration between industry and academia. The inaugural batch of DAKSH comprises around 75 high-potential senior executives from diverse Public Sector Enterprises (PSEs) reflecting the program’s commitment to building future-ready leadership for India’s public sector.

Advancing the commitment of establishing a future-ready leadership pipeline within PSEs through DAKSH Leadership program, Shri Atul Sobti, Director General, SCOPE; Shri S.P. Roy, Joint Secretary, Capacity Building Commission signed an agreement with Prof. Himanshu Rai, Director, IIM Indore; and Shri Rahul Rana, Partner, Egon Zehnder for the second batch of program.

The agreement was signed in the presence of Chairman, CBC, Shri Adil Zainulbhai, who joined virtually, Smt. Alka Mittal, Member CBC, Shri Ayush Gupta, Director HR, GAIL, Shri K. K. Singh, Director (Personnel), SAIL and senior officials from CBC, SCOPE, and PSEs.

SCOPE and CBC are collaborating with Egon Zehnder as Knowledge Partner and IIM Indore as Academic Partner for the second batch of DAKSH, a one-of-its-kind leadership development initiative meticulously designed to create a cadre of high-performing leaders, ready to take on strategic and board-level roles in PSEs. The inaugural cohort of DAKSH with around 75 high-potential senior executives from various PSEs across the country are currently undergoing learning immersions with McKinsey and IIM Ahmedabad as Knowledge and Academic Partner respectively.

Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC) launched the first-of-its-kind ‘DAKSH’ leadership program with the key objective of developing a cadre of Future fluent PSE leaders. Shri Arunish Chawla, Secretary, DIPAM inaugurated the program in the presence of Shri Adil Zainulbhai, Chairman, CBC; Smt. Soma Mondal, Member, PESB; Shri K.P. Mahadevaswamy, Chairman, SCOPE and Chairman, NBCC; Shri Atul Sobti, Director General, SCOPE and Dr. Alka Mittal, Member, CBC. The inauguration was also graced by CMDs, Directors of PSEs; Senior officials of DPE, CBC, PSEs and Knowledge partners. The inaugural cohort being delivered along with knowledge partners McKinsey & Company and IIM Ahmedabad comprises of 75 high-potential senior executives from various PSEs across the country.

DAKSH, conceptualised by SCOPE and CBC shall be delivered along with renowned consultants, academicians as knowledge partners in multiple batches. The learning journey of every batch of DAKSH is spread over 18 months, entailing a curated blend of Individual Development Plans, classroom learning, live projects, coaching and immersions.
