The National Workshop on Totality of Project Management (TPM) was inaugurated by Shri Atul Sobti, Director General, SCOPE, at SCOPE Complex, New Delhi, in the presence of Shri Adesh Jain, Chairman, International Institute of Projects and Program Management (i2P2M). The three-day workshop is being organized by i2P2M in association with SCOPE. This unique program brings together over 60 participants from nearly 20 Public Sector Enterprises (PSEs), along with project management professionals and practitioners, to deliberate on key aspects of effective project planning, execution, risk management and organizational excellence.

Addressing the participants, Shri Atul Sobti emphasized that beyond scheduling, costing and technical frameworks, the ultimate success of any project rests on the human touch. He highlighted the importance of empowering people with conviction and passion to achieve results. He further stressed that in an era of rapid change and artificial intelligence, “lifelong learning—skilling, reskilling, and upskilling—must remain our core mantra.”

Such collaborative programs are a step towards strengthening professional capabilities, fostering knowledge-sharing and advancing SCOPE’s imperative of building a stronger, more efficient and sustainable Public Sector.

SCOPE organised an Interactive workshop on Labour Law Reforms: Understanding the New Labour Codes & Central Rules with Knowledge Partner, Deloitte. Dr. Mahendra Kumar, Joint Secretary, Ministry of Labour & Employment, GoI; Dr. K. P. Mahadevaswamy, Chairman, SCOPE & CMD, NBCC; Shri Atul Sobti, Director General, SCOPE and Deloitte team – Shri Gokul Chaudhri, President Tax, and Shri Divya Baweja, Partner addressed the inaugural session. The workshop, attended by nearly 100 participants from 32 PSEs and part of SCOPE’s ongoing capacity-building initiative, provided comprehensive guidance on implementing statutory provisions regarding wages, social security, workplace safety, and labour-management relations.

In his address, Dr. Mahendra Kumar stated that the recent consolidation of labour laws into four comprehensive labour codes makes a major step towards simplification, transparency, and modernization. These reforms aim to strike a careful balance between labour rights as well as ease of doing business.

Dr. K.P. Mahadevaswamy said that the strength of any major reform lies not only in its legislative architecture, but also in the quality of dialogue that accompanies it. He also said that continuous engagement among government, employers, and employees is therefore essential for building shared understanding and confidence.

Speaking on the occasion Shri Atul Sobti hailed the four codes as a globally appreciated ‘game changer’ that has revolutionised regulatory clarity, efficiency, and inclusivity. Highlighting SCOPE’s close partnership with MoLE, he emphasized that mastering these reforms is critical for PSEs given their massive direct and indirect workforces.

Deloitte team comprising of Shri Gokul Chaudhri and Shri Divya Baweja shared that it is a step in the right direction that will take the country forward from the labour law and labour reforms perspective.

Through this Interactive Session, SCOPE reaffirmed its role as a knowledge partner to PSEs in navigating the transition to the new Labour Codes, and reiterated its commitment to continued capacity-building programs on the subject across the country.

Senior officials from Ministry & PSEs, Subject Matter Experts along with  Deloitte Team addressed the workshop, providing comprehensive technical guidance and fielding participant queries on labour code implementation.

Standing Conference of Public Enterprises (SCOPE) welcomes the Union Cabinet’s decision to raise the wage ceiling for mandatory coverage under the Employees’ Provident Fund Organisation (EPFO) from Rs. 15,000 to Rs. 25,000 per month.

The Cabinet approved the proposal from the Ministry of Labour & Employment. The revised ceiling is expected to bring more than 51 lakh additional employees under mandatory EPFO coverage, extending provident fund, pension, and insurance protection to a wider segment of India’s formal workforce.

SCOPE described the decision as a progressive step that will drive workforce formalization, enhance worker productivity and improve worker retention. A stronger safety net means a more secure, invested workforce, the apex body said, calling the move a significant stride toward the vision of Viksit Bharat@2047.

SCOPE has been working incessantly towards the welfare of India’s workforce, and continues to champion policy reforms that strengthen social security and dignity of labour across organisations.

Marking a new era in global leadership, Shri Atul Sobti, Director General, SCOPE & ILO Governing Body Member along with Shri Sanjai Kumar, CMD, Railtel unveiled SCOPE’s Advanced Global Leadership Program (AGLP 2.0) in collaboration with IIM Calcutta at Kolkata recently. IIM Professors – Prashant Mishra, Biswatosh Saha and Partha Priya Dutta were also present. Designed for high-impact leaders, this batch features 27 senior executives spanning various Central Public Sector Enterprises (CPSEs), bringing together rich perspectives from varied sectors and business domains.

In his address, Shri Atul Sobti underscored the indispensable role of leadership in catalyzing excellence, innovation, and transformation within CPSEs. He emphasized that leadership in the public sector necessitates leaders to balance business performance with public purpose, operational efficiency with stakeholder expectations, and organizational priorities with larger national objectives.

Shri Sanjai Kumar, an alumnus of AGLP, shared his experience of the program and reflected on how the learning, peer interactions and global exposure had enriched his leadership perspective. He highlighted the program’s value in broadening strategic thinking, providing a wider understanding of global business practices.

AGLP 2.0 is designed as an immersive three-week leadership journey, comprising intensive workshops at IIM Calcutta and SCOPE, New Delhi, followed by an International Industry Study Tour. The program reflects SCOPE’s continued endeavour to strengthen the leadership pipeline of CPSEs and develop leaders who are future-ready, globally oriented and aligned with the larger vision of India’s public sector transformation.

Shri Atul Sobti, Director General, SCOPE, inaugurated the educational immersion of the third cohort of the DAKSH- SCOPE and CBC’s flagship leadership program for senior Public Sector leaders at ISB, Hyderabad. The intensive six-day educational immersion brings together 72 top-tier executives from 21 PSEs from across the country, setting the stage for a robust, future-ready public sector.

Addressing the participants, Shri Atul Sobti said that the program is a first of its kind transformative, immersive leadership journey blending academic, global, Industry and practical experiences. He urged the cohort to maximize diverse peer perspectives, embrace discomfort, and remain open to unlearning and relearning.

Building on the resounding success of its first two cohorts, this educational immersion delivers an integrated experience that seamlessly blends classroom instruction with real-world industry and leadership immersions. The curriculum tackles critical modern challenges—including Purpose-Driven Leadership, Digital & AI-Enabled Transformation, and Strategic Renewal—empowering participants to engage with pioneering enterprises and refine their leadership strategies for a rapidly evolving landscape.

DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a 12-month immersive learning journey, meticulously designed to be future-focused, empowering participants with the strategic, behavioural, and transformational competencies required to navigate the complex and evolving challenges of the Public Sector.

SCOPE organized an interactive programme titled ‘A Framework for Stress-Free Working’ addressed by Shri Sunil Bajpai, Principal Chief Commissioner, Income Tax and Shri Atul Sobti, Director General, SCOPE. Dr. Vasundhara Upmanyu, Joint Secretary, DPE was also present. The programme included a special presentation by Shri Bajpai and aimed to equip executives with actionable tools to cultivate a balanced, healthy, and stress-free work environment. Over 60 senior officials from several Public Sector Enterprises participated in the program.
Through its various endeavors and unique programs, SCOPE continues to cultivate overall wellness and holistic development, reinforcing its ongoing commitment to building a motivated, healthy, and highly productive workforce for the nation.

As part of its green skilling efforts, Standing Conference of Public Enterprises (SCOPE), and GIZ, Germany organized an interactive Workshop with Ministry of Environment, Forest and Climate Change (MoEFCC), on India and Sweden partnership to encourage industrial decarbonisation through LeadIT. The workshop was addressed by senior officials from MoEFCC, GIZ, BEL and Volvo and brought together 40 senior officials from various Public Sector Enterprises (PSEs). The Workshop also entailed industrial insight into net zero pathway of BEL and its sustainability and renewable energy initiatives while also reflecting on the technological pathways for decarbonization in transport sector by Volvo.

The technical sessions, led by MoEFCC and LeadIT Secretariat focused on industrial decarbonization pathways and technology interventions to help Indian PSEs accelerate their transition. A major highlight of the workshop comprised of Sustainability Exchange Visit at BEL, where participants explored real-world applications of renewable energy, resource optimization, and net-zero strategies including BEL’s rejuvenated Doddabommasandra Lake, showcasing a successful model of water conservation and biodiversity restoration.

SCOPE continues to host such unique and transformative programs that reinforce the apex body’s unwavering commitment to green skilling and building a climate-resilient future.

ITDC & SCOPE in collaboration with LBSNAA, launched ‘AI Champions for Digital Governance. ‘ The inaugural session was addressed by Smt. S. Radha Chauhan, Chairperson, CBC; Shri Vivek Aggarwal, Secretary, Ministry of Culture and Tourism, GoI; Shri Atul Sobti, DG, SCOPE; Ms. Mugdha Sinha, MD, ITDC and Shri Ganesh Shankar Mishra, Jt. Director, LBSNAA. SCOPE and ITDC have been collaborating through shared expertise and strategic skill enhancement initiatives, and this program marks another landmark step towards their shared vision.

Organized at Hotel Samrat, New Delhi this unique three-day program on AI is being attended by participants from various Ministries and PSEs. While the first day will entail training for leaders and the Senior Management Cohort, over the next two days the Managerial Cohort will engage in four hands-on practical batches on AI-assisted office productivity and data extraction techniques. This one-of-a-kind initiative seamlessly combines strategic leadership insights with intensive hands-on training in Generative AI, predictive analytics, and machine learning to drive public sector productivity and digital governance.

Shri Atul Sobti, Director General, SCOPE and Ms. Anne Hammill, Associate Vice-President, Resilience, International Institute for Sustainable Development (IISD) signed an MoU to advance the sustainable energy transition of Indian Public Sector Undertaking (PSUs) in addressing climate resilience, sustainable development and low-carbon development priorities. It reflects the shared vision of SCOPE and IISD to support in contributing to India’s energy transition, through collaborative action and knowledge sharing. The MoU seeks to engage in strategic dialogue; research and knowledge sharing; capacity building in domains of renewable energy, ESG, green finance, and just transition; while fostering funding opportunities, sustainability-focused learning initiatives, developing practical solutions and engaging with knowledge resources to help enterprises navigate evolving sustainability and decarbonization priorities.

In this regard, a starting has already been made with the ‘PSUs for Practitioners’ Learning and Action Network on Energy Transition (PSUs for PLANET)’, which is aimed at trust-based engagements with Public Sector in addressing common transition challenges, while being mindful of the financial, and local sensitivities. The platform aims to provide a solution by bringing together practitioners, policymakers, regulators, and companies.

Hon’ble Union Minister Dr. Jitendra Singh inaugurated the 3rd Batch of DAKSH, the flagship leadership program by the SCOPE and CBC. Ms. S. Radha Chauhan, Chairperson, CBC; Shri K. Moses Chalai, Secretary, DPE; Dr. K.P. Mahadevaswamy, Chairman, SCOPE & CMD, NBCC; Dr. Alka Mittal, Member, CBC; Shri Roop Narayan Sunkar, Member, PESB; Shri Brajesh Kumar Upadhyay, Vice-Chairman, SCOPE & CMD, GSL; Shri Atul Sobti, DG, SCOPE; alongside Senior Govt. officials, PESB members, and CPSE leaders. The third batch of DAKSH entails 70 participants from PSEs across diverse sectors.

Inaugurating DAKSH’s third Batch, Union Minister Dr. Jitendra Singh commended SCOPE and CBC, noting that several alumni of DAKSH, have already advanced to Board-level roles. He urged the new cohort to master global strategies through interactive, technology-driven learning rather than passive participation. Additionally, he applauded the program’s growing inclusivity, celebrating the selection of 10 women among the 70 participants.

Ms. S. Radha Chauhan emphasized that in an era where agentic AI and evolving technology ecosystems are redefining governance, citizen-centric leadership is essential. She urged participants to fully leverage every learning immersion, enabling them to return to their organizations as future-ready leaders.

Shri K. Moses Chalai highlighted the vital role of PSEs in the nation’s economy, underscoring that visionary leadership is essential at this scale of national contribution. Noting that CPSEs have transformed with time, he affirmed that DAKSH is precisely the platform needed to nurture talent and build future-ready leaders.

Dr. K.P. Mahadevaswamy, expressed gratitude to Dr. Jitendra Singh for his presence, reaffirming the Government’s commitment to capacity building, and emphasised that the true strength of an organisation lies not in its assets but in the people, it nurtures and the leaders it develops.

Shri Atul Sobti in his address said that the gathering was not a mere inauguration, but a reaffirmation that organizations investing in future leadership achieve the greatest success. He added that while exceptional individual leaders exist, the need for strategic vision and cross-sectional expertise has grown and DAKSH, a first-of-its-kind initiative, offers the same.

Dr. Alka Mittal speaking on the strategic role of PSEs said that they are the foremost instruments for realizing Viksit Bharat and DAKSH aims to create leaders for them who are strategic in outlook, principled in conduct, resilient in spirit, and grounded in ethical clarity.

Prof. Madan Pillutla expressed his honour at ISB’s association with DAKSH, and shared that as the academic and Knowledge partner for DAKSH 3, ISB is committed to delivering an outstanding, world-class learning experience.

Delivering the concluding remarks and vote of thanks, Shri Brajesh Kumar Upadhyay expressed that as India moves forward with confidence, the role of Public sector leadership becomes ever more important and that it is ultimately leadership that determines the success of any organization. He conveyed that every participant leaves the occasion inspired, encouraged, and united by a shared sense of purpose.

SCOPE and International Coaching Federation (ICF), USA, the world’s largest coaching organisation convened a Roundtable on “Coaching for National Transformation”. Shri Atul Sobti, DG, SCOPE, Ms. Magdalena Nowicka Mook, CEO, ICF and Mr. Robert Garcia, Vice President, CIO, ICF addressed the roundtable. CMDs, Directors, SCOPE Executive Board Members and senior officers from major public sector organisations took part in the roundtable. Various aspects of coaching, its growing need in today’s time and how PSEs can embed coaching in the organisational strategy to ensure its effectiveness were discussed during the meet. This roundtable marks a milestone in the long-term collaboration between SCOPE and ICF.

Highlighting the vision behind the initiative, Mr. Atul Sobti underscored SCOPE and ICF’s commitment to advancing governance excellence and national leadership capabilities. He emphasized that integrating coaching into organizational systems requires awareness, culture, and qualified coach availability. To achieve this, he added, SCOPE and ICF’s MoU outlines a time-bound plan to build awareness through roundtables, establish a coaching culture framework for PSEs and explore a platform to onboard qualified and appropriate national and international coaches.

Ms. Magdalena Nowicka Mook emphasized that coaching has evolved into a strategic, imperative modality and a vital “strategic accelerator of performance” for top leaders globally. Acknowledging the privilege of working with SCOPE, she highlighted the need of prioritizing well-being and core values to combat modern geopolitical and economic pressures.

Mr. Robert Garcia in his address advocated building a robust coaching culture to keep workforces fully engaged and championed human-centric coaching that shifts rigid top-down structures into highly collaborative environments.

Delivering the Concluding Remarks, Mr. Ayush Gupta reflected on the insights shared during the roundtable and underscored the importance of coaching for Public Sector for managing multiple expectations.

Through alliance with ICF, SCOPE aims to systematically integrate structured and professional coaching systems in the Public Sector while aligning it to ICF’s globally recognized gold standard.

Commemorating International Yoga Day, Standing Conference of Public Enterprises (SCOPE), and India Tourism Development Corporation (ITDC), jointly organized Yoga celebrations at Ashoka Hotel, New Delhi. The event was graced by Shri Bhuvnesh Kumar, Secretary, Ministry of Tourism, GoI; Shri Atul Sobti DG, SCOPE, Smt. Mugdha Sinha, MD, ITDC. The event was also attended by senior officials from Government and PSEs. This marks the second consecutive year of SCOPE and ITDC’s shared commitment towards embedding health, mindfulness, and comprehensive corporate wellness.

Commemorating World Environment Day, Dr. K.P. Mahadevaswamy Chairman, SCOPE & CMD, NBCC and Shri Atul Sobti DG, SCOPE planted saplings at SCOPE Complex, New Delhi in the presence of senior officials of SCOPE and PSEs. Aligned with the global World Environment Day theme: ‘Inspired by Nature. For Climate. For Our Future,’ SCOPE reaffirmed its commitment for a greener planet for a sustainable and eco-friendly future.

SCOPE has been strengthening the Public Sector through a dedicated vertical on climate change by collaborating with national and international organizations for creating awareness, building technical capabilities and a deep-rooted ecological conscience across various organizations.

SCOPE Academy of Public Sector Enterprises (APSE) organized an Executive Development Program for Junior and Mid-Level Executives of CPSEs inaugurated by Shri Atul Sobti, Director General, SCOPE. Shri Ayush Gupta, Director (HR), GAIL and Member, SCOPE Executive Board addressed the concluding session and distributed certificates to the participants. Themed ‘The Career Journey to Personal Effectiveness and Leadership’ the program was participated by around 50 executives hailing from 20 CPSEs across the country.

In his inaugural address, DG, SCOPE highlighted the vital role of continuous learning, skilling, and reskilling in today’s dynamic workforce. He reminded participants that learning is a lifelong journey from “cradle to grave” that must never cease.

During the concluding session, Shri Gupta reminded the participants that while opportunity is universal, it is frequently overlooked. True talent, he asserted, is defined by the capacity to fully unleash and capitalize the opportunities offered in life.

Established to create a robust and future equipped talent pool, APSE focuses on grooming competent, efficient, potential managers across all executive levels within the public sector.

Reinforcing its green commitment, Standing Conference of Public Enterprises (SCOPE) led by Shri Atul Sobti DG, SCOPE hosted a high-level meeting with GIZ team led by Ms. Ulrike Ebeling, Country Director, GIZ India. Attended by senior officials from SCOPE and GIZ, the meeting deliberated upon the continued association between the two organizations in guiding PSEs through climate mitigation, industrial decarbonization, knowledge exchange, and climate capacity building.

Strategic future collaborations between SCOPE and GIZ to further accelerate climate change mitigation in PSEs were also mapped out during the meeting. This partnership underscores SCOPE-GIZ’s shared vision to fortify technical capacities and support PSEs’ long-term climate and sustainability goals.

Adding a distinguished chapter to SCOPE and the Capacity Building Commission (CBC)’s flagship leadership program ‘DAKSH’, inaugural ceremony of the six-day classroom immersion at IIM Indore of DAKSH 2.1 was addressed by Shri Atul Sobti, Director General, SCOPE; Dr. Alka Mittal, Member, CBC; Shri Vineet Hemrajani, Managing Partner, Egon Zehnder; Prof. Ranjeet Nambudri, Dean (Faculty), and Prof Manish Popli from IIM Indore. Senior officials from CBC, SCOPE, knowledge and academic partners Egon Zehnder and IIM Indore were also present during the event.

This milestone reaffirms the commitment of SCOPE towards enhancing leadership capacity in India’s Public Sector and nurturing a cadre of visionary leaders capable of driving transformation, innovation, and sustainable growth and strengthening the PSE succession pipeline.

SCOPE organized a lecture and interaction on ‘Leadership in Uncertain Times’ with Prof. Dr. Ram Charan, world-renowned business advisor and bestselling author in the presence of Shri K.P. Mahadevaswamy, Chairman, SCOPE & CMD, NBCC & Shri Atul Sobti DG, SCOPE. The session organized as part of Public Sector Day celebrations was attended by distinguished guests including Members, PESB; Senior Officials from various Ministries and Government Departments including DPE, SCOPE Executive Board Members and CMDs, Directors of Public Sector. The session addressed the complexities of the modern economy for leaders and empowered participants with insights on leveraging uncertainty as a catalyst for institutional growth and success.

Global leadership expert Prof. Dr. Ram Charan shared his blueprint for thriving in volatility and advised leaders to cultivate acumen for analyzing right questions during situations of uncertainty – who is driving the change/ uncertainty, why the change/ uncertainty is being driven and what is the pattern of the change/ uncertainty. He also interacted with the audience answering their questions on strengthening human resource identification, dealing with perceptions, creating adaptive leadership and the need for continuous learning.

During the program certificates were presented to more than 70 successful participants while Awards to winners of DAKSH’s Live Action Learning Projects (LALP) were also conferred.

Shri K.P. Mahadevaswamy noted that the SCOPE-CBC collaboration has created a distinctive journey for future leaders, emphasizing that the transition from functional to enterprise leadership requires a mindset shift supported by structural interventions like DAKSH.

Shri Atul Sobti in his address said that DAKSH flagship program was designed to transform functional experts into visionary leaders for a Viksit Bharat. Highlighting the culmination of a rigorous 12-month leadership journey, he noted that the initiative has already produced 73 “future fluent leaders” and urged the graduates to view their completion not as an end, but as a beginning for embracing broader roles and the higher expectations.

Shri Adil Zainulbhai lauded the participants, challenging them to introspect on their evolution as both individuals and leaders. He urged them to catalyse organizational change and contribute to a Viksit Bharat by adopting a mission-driven mindset geared toward national excellence.

Ms. Alka Mittal in her address reiterated the program’s mission as fostering leadership through mutual learning and lifelong networking and urged participants to remain committed to continuous self-development.

Prof. Bharat Bhasker said that Public Sector leadership carries a unique complexity, as it must answer to a vast array of stakeholders and  to be truly effective, leaders must deeply understand and navigate their organization’s inherent culture to drive meaningful progress.

Shri Amit Khera lauded the graduates for a pivotal mindset shift—moving from mere knowledge acquisition to a lifelong commitment to learning. He also urged them to embrace a spirit of service toward their organisations.

PESB shares Strategic insights for PSE leadership

Ms. Mallika Srinivasan in her address said that succession planning must be viewed as a strategic imperative rather than a transactional process. Citing the importance of creating future ready leaders, she advised organizations to identify high-potential talent early, provide them diverse leadership exposure, and create greater responsibilities at the right stage of their careers.

Mr. K. Moses Chalai citing the importance of succession planning shared that as PSEs are facing increasing global competition and technological change, the need for strong leadership, consistent recruitment pipelines and greater women’s participation has become an imperative for growth and competitiveness.

Mr. K.P. Mahadevaswamy in his address highlighted the multidimensional role of the Board of PSEs and the need to build a strong leadership pipeline with effective decision making and enhanced competency. To navigate the complexities of technology and global competition, he emphasized upon SCOPE’s various endeavours towards building elite leadership through strategic alliances with national and international institutes.

Mr. Atul Sobti enunciated the importance of succession planning, stating that modern PSEs require leaders defined by the “5 Cs”: Character, Competence, Commitment, Courage, and Compassion. Pursuant to this vision, he mentioned that SCOPE has been conducting highly revered initiatives, such as the DAKSH capacity-building program and Advanced Global Leadership Program, which are cultivating a cadre of future-ready leaders of tomorrow.
Mr. Brajesh Kumar Upadhyay while expressing his gratitude to the dignitaries opined that as PSEs evolve into globally competitive organizations, leadership continuity, and strong governance have become essential. He added that this program is SCOPE’s pivotal step towards institutionalizing a robust succession framework that ensures seamless leadership transitions.

Aligning talent development with the Prime Minister’s vision of a self-reliant India, SCOPE will continue to conduct such programs dedicated to nurturing a visionary leadership cadre capable of navigating the complexities of the modern global landscape.

In a lead-up to the International Women’s Day, SCOPE hosted a high-level interactive session on ‘Gender Issues in the World of Work,’ addressed by Shri Atul Sobti, DG, SCOPE and Member, Governing Board, ILO. The session held in collaboration with VVGNLI, under the Ministry of Labour and Employment, welcomed a multi-disciplinary delegation from 11 countries with representatives from the Parliament of Tanzania, the Constitutional Court of Mongolia, and the Fiji and Liberia Police Forces, to study India’s model for inclusive development and gender parity in the workplace.

As the apex body for Public Sector Enterprises (PSEs), SCOPE highlighted its global role and key initiatives, such as the Forum of Women in Public Sector (WIPS), which represents over 16,000 members. Discussions also focused on SCOPE’s landmark study with the ILO on Work from Home (WfH) dynamics and various empowerment programs designed to foster a holistic and level playing field for the women workforce in PSEs.

Centered on the theme ‘Give to Gain,’ SCOPE celebrated International Women’s Day with an inspiring address by Shri Atul Sobti DG, SCOPE to the organization’s female workforce. He articulated that facilitating women the right platforms, mentorship, and equitable opportunities is a strategic investment that allows organizations to ‘gain’ unparalleled leadership and edge in the global scenario. He emphasized that by fostering an environment of mutual support and professional empowerment, SCOPE is ensuring a future where gender parity drives organizational excellence. The session was attended by women employees and senior officials of SCOPE.

Mr. Atul Sobti, Director General, Standing Conference of Public Enterprises (SCOPE), the apex body for Public Sector Enterprises (PSEs) in India, and Mr. Steve Weiss, Vice President, International Coaching Federation (ICF), USA, the world’s leading association for the advancement of the coaching profession, signed a Memorandum of Understanding (MoU) to integrate the critical role of coaching in strengthening human capital and supporting organizational transformation. The long-term MoU entails an evidence-based study to understand the state of coaching in India and accordingly developing leadership tools, and internal coaching capabilities for the corporate sector. Through this partnership, SCOPE seeks to align leadership with ICF’s gold standard of coaching.

Two day National Meet of the Forum of Women in Public Sector (WIPS), under the aegis of Standing Conference of Public Enterprises (SCOPE), on the theme ‘HER ERA – NOW & BEYOND’ was inaugurated in Mumbai by Chief Guest Shri Atul Sobti, Director General, SCOPE & Member, Governing Body, ILO and Guest of Honour, Ms. Shirin Lokhande, Jt. Labour commissioner, Maharashtra in the presence of Smt. Asha Ramamurthy, President, WIPS and other office bearers of WIPS. Bringing together over 600 participants, the meet honored exemplary women performers from various PSEs with excellence awards. During the session, speakers enunciated the indispensable role of women in the evolving global economy and underscored the necessity of recognizing their potential and achieving success today and tomorrow.

WIPS (Forum of Women in Public Sector) has emerged as the single largest group of Women in the organized sector of the country, with over 16000 members. SCOPE has continued to take significant steps towards women empowerment, specifically focusing on the workforce within Public Sector Enterprises (PSEs)in the areas of leadership, health, capacity building and overall empowerment of women.

Dr. P. K. Mishra, Principal Secretary to the Hon’ble Prime Minister launched the 2nd Batch of DAKSH, a flagship leadership program by Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC). Ms. S. Radha Chauhan, Chairperson, CBC; Shri K. Moses Chalai, Secretary, DPE; Ms. Rachna Shah, Secretary, DoPT; Shri K.P. Mahadevaswamy, Chairman, SCOPE; Shri Atul Sobti, Director General, SCOPE and Dr. Alka Mittal, Member, Administration, CBC were also present during the launch at SCOPE Complex, New Delhi. The event was participated by eminent dignitaries including Secretaries from Government of India; Members, Public Enterprise Selection Board (PESB); Chief Executives, Directors and senior leadership of various Government Departments, CBC, Ministries and PSEs.

Developed through a collaboration between SCOPE and the Capacity Building Commission (CBC), GoI, DAKSH has already laid a strong foundation for a robust leadership ecosystem through its inaugural batch. With the launch of the 2nd Batch, the programme continues its mission of strengthening leadership capabilities and fostering excellence across India’s public sector.

While inaugurating the program, Dr. P.K. Mishra said that the Public Sector are architects of India’s industrial and infrastructure base and they have played and are still playing an important role in the development of the nation. He added that in an increasingly volatile world, Public Sector have the stability to bring about development and are uniquely placed for energy transition, but also cited the need for them to become competitive by being innovative and technology oriented. He further encouraged DAKSH participants to leverage the program, broaden their horizons and sharpen their judgment

Appreciating the unique leadership framework developed by CBC and SCOPE, Shri K. Moses Chalai advised that the next generation of leaders must be equipped with both clear vision and broad peripheral knowledge. He described DAKSH as a timely and vital intervention, designed to cultivate the high-calibre managers and leaders who will drive the nation’s economy forward.

Expressing his gratitude to Dr. P.K. Mishra and other distinguished dignitaries, Shri Atul Sobti remarked that, as the apex body of PSEs, SCOPE has always been driven by a core purpose: to remain relevant and meaningful. He highlighted that the DAKSH leadership program is a testament to this mission, cultivating leaders equipped to navigate dynamic and complex environments with vision, agility, and accountability.

Dr. Alka Mittal in her address shared that the DAKSH leadership program aims to fortify the human resource foundation by enhancing both individual and institutional capacity. She emphasized that the program is designed for future-readiness, framing leadership not just as a goal, but as a lifelong journey of growth.

The second cohort of DAKSH being organised in association with Knowledge partner Egon Zehnder and academic partner IIM Indore, brings together over 70 high-potential senior executives from various PSEs across the country. This 12-month immersive learning journey is meticulously designed to be future-focused, empowering participants with the strategic, behavioural, and transformational competencies required to navigate the complex and evolving challenges of the public sector.

Cultivating future ready leadership in PSEs, Shri Atul Sobti, Director General, SCOPE and Shri Sumit Harjani, Managing Director, India, Harvard Business Impact (HBI) officially launched the globally acclaimed Harvard ManageMentor (HMM) program for PSEs under the umbrella of SCOPE. Members, SCOPE Executive Board – Shri Ayush Gupta, Director (HR), GAIL; Dr. Yatindra Dwivedi, Director (Personnel), POWERGRID and Smt. Sangeeta Ramrakhyani, Director (HR), CWC were also present. Specially curated for Public Sector Enterprises (PSEs) and facilitated through SCOPE, the program has already witnessed an overwhelming response, with over 5,000 participants on board, reflecting strong enthusiasm across the Public Sector. Harvard ManageMentor is a premier digital learning platform comprising 42 interactive modules covering key areas such as strategic thinking, change management, leadership, communication, and Artificial intelligence. This initiative by SCOPE marks a significant step towards fostering a culture of continuous learning, managerial excellence, and global best practices within India’s PSEs.

Standing Conference of Public Enterprises (SCOPE), an apex body of Public Sector Enterprises compliments the Hon’ble Finance Minister for presenting a reform oriented inclusive and futuristic Union Budget 2026 that reinforces growth momentum and advances the vision of an Aatmanirbhar & Viksit Bharat. SCOPE welcomes the emphasis on long-term over short term thrust with sustained focus on capex, infrastructure development, MSME incentivisation, industry aligned skills, technology & innovation. The Budget also expands the opportunities for the Public Sector in the roadmap for a self-reliant developed India with sector-specific initiatives in many areas including infrastructure equipment & projects, manufacturing of electronic components, rare earths, mining, hi-tech tool rooms, Artificial Intelligence, Carbon Capture Units and production of hi-tech devices for divyangjan, while placing greater responsibility to drive capex, MSMEs and R&D.

Pivoting future leadership through DAKSH leadership program, Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC), GoI and signed an agreement with the Indian School of Business (ISB) for the third batch. Shri Atul Sobti, Director General, SCOPE, Shri Jagdeep Gupta, Secretary, CBC, and Professor Madan Pillutla, Dean, Indian School of Business (ISB) signed the agreement in the presence of Dr. Alka Mittal, Member, CBC; Shri Adil Zainulbhai, Former Chairman, CBC, along with other officials from CBC, SCOPE and ISB.

DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a first-of-its-kind flagship leadership development initiative jointly conceptualized by SCOPE and CBC that aims at equipping high-potential executives, expected to assume Board level positions with advanced leadership capabilities, strategic thinking, and a comprehensive understanding of emerging industry dynamics.

The third batch of DAKSH, anchored by ISB as the Knowledge and Academic Partner, will focus on developing leadership capabilities across key domains such as strategic decision-making, governance and risk management, stakeholder ecosystem navigation, digital transformation, and leading large organizations in a dynamic environment.

The signing of this agreement marks another significant milestone in DAKSH, SCOPE and CBC’s flagship leadership program for PSEs, further strengthening their shared vision of building enduring leadership capacity across India’s PSEs.

Standing Conference of Public Enterprises (SCOPE) hosted SCOPE Business Quiz Bonanza addressed by Shri K.S. Murthy, CMD, BHEL; Shri Atul Sobti, Director General, SCOPE and Shri Uttam Lal, Director (Pers.), NHPC. This national level quiz competition for PSE Employees, held at SCOPE Complex, New Delhi saw a massive turnout of 107 teams from various Public Sector Enterprises from across the country. Winners of SCOPE Business Quiz Bonanza are S.W. Kispotta and Anand Raj, SAIL (Winner) and Saif Rahman and Mohit Kumar Gupta, Grid India (Runners Up) .

Designed to promote teamwork and a spirit of healthy competition, the quiz challenged participants with pertinent questions of global business trends, economic principles, and current affairs. While testing the intellectual agility of the competing teams, the event served as a high-impact platform to spotlight the monumental achievements and strategic contributions of Indian PSEs to the national economy.

Mr. Matthias Thorns, Employers’ Spokesperson and Vice President to International Labour Organization (ILO) met Mr. Atul Sobti, Director General, SCOPE & Member ILO Governing Body, along with senior officials of SCOPE, to discuss the role of Indian employers in global dialogue frameworks to support harmonious industrial relations. The meeting emphasized on the vital role of tripartite cooperation in today’s business landscape and underscored the need for stronger employer engagement within ILO forums to drive inclusive growth, sustainable employment, and resilient industrial relations.
