SCOPE organizes National Workshop on Board Level Succession

PESB shares Strategic insights for PSE leadership
Standing Conference of Public Enterprises (SCOPE) organized a National workshop on Succession Planning for Board-Level Positions inaugurated by Smt. Mallika Srinivasan, Chairperson, Public Enterprises Selection Board (PESB) and Shri K. Moses Chalai, Secretary, DPE in the presence of Shri K.P. Mahadevaswamy, Chairman, SCOPE & CMD, NBCC; Shri Brajesh Kumar Upadhyay, Vice-Chairman, SCOPE & CMD, Goa Shipyard; Shri Atul Sobti DG, SCOPE; Members, PESB; CMD & Directors of various PSEs; Senior officers of DPE, PESB,CBC. The workshop was participated by over 100 senior officials from PSEs across diverse sectors.

Ms. Mallika Srinivasan in her address said that succession planning must be viewed as a strategic imperative rather than a transactional process. Citing the importance of creating future ready leaders, she advised organizations to identify high-potential talent early, provide them diverse leadership exposure, and create greater responsibilities at the right stage of their careers.

Mr. K. Moses Chalai citing the importance of succession planning shared that as PSEs are facing increasing global competition and technological change, the need for strong leadership, consistent recruitment pipelines and greater women’s participation has become an imperative for growth and competitiveness.

Mr. K.P. Mahadevaswamy in his address highlighted the multidimensional role of the Board of PSEs and the need to build a strong leadership pipeline with effective decision making and enhanced competency. To navigate the complexities of technology and global competition, he emphasized upon SCOPE’s various endeavours towards building elite leadership through strategic alliances with national and international institutes.

Mr. Atul Sobti enunciated the importance of succession planning, stating that modern PSEs require leaders defined by the “5 Cs”: Character, Competence, Commitment, Courage, and Compassion. Pursuant to this vision, he mentioned that SCOPE has been conducting highly revered initiatives, such as the DAKSH capacity-building program and Advanced Global Leadership Program, which are cultivating a cadre of future-ready leaders of tomorrow.
Mr. Brajesh Kumar Upadhyay while expressing his gratitude to the dignitaries opined that as PSEs evolve into globally competitive organizations, leadership continuity, and strong governance have become essential. He added that this program is SCOPE’s pivotal step towards institutionalizing a robust succession framework that ensures seamless leadership transitions.

Aligning talent development with the Prime Minister’s vision of a self-reliant India, SCOPE will continue to conduct such programs dedicated to nurturing a visionary leadership cadre capable of navigating the complexities of the modern global landscape.

SCOPE Hosts Global Delegation on Gender Parity in the World of Work

In a lead-up to the International Women’s Day, SCOPE hosted a high-level interactive session on ‘Gender Issues in the World of Work,’ addressed by Shri Atul Sobti, DG, SCOPE and Member, Governing Board, ILO. The session held in collaboration with VVGNLI, under the Ministry of Labour and Employment, welcomed a multi-disciplinary delegation from 11 countries with representatives from the Parliament of Tanzania, the Constitutional Court of Mongolia, and the Fiji and Liberia Police Forces, to study India’s model for inclusive development and gender parity in the workplace.

As the apex body for Public Sector Enterprises (PSEs), SCOPE highlighted its global role and key initiatives, such as the Forum of Women in Public Sector (WIPS), which represents over 16,000 members. Discussions also focused on SCOPE’s landmark study with the ILO on Work from Home (WfH) dynamics and various empowerment programs designed to foster a holistic and level playing field for the women workforce in PSEs.

'Give to Gain' theme echoes in SCOPE’s Women’s Day Celebrations

Centered on the theme ‘Give to Gain,’ SCOPE celebrated International Women’s Day with an inspiring address by Shri Atul Sobti DG, SCOPE to the organization’s female workforce. He articulated that facilitating women the right platforms, mentorship, and equitable opportunities is a strategic investment that allows organizations to ‘gain’ unparalleled leadership and edge in the global scenario. He emphasized that by fostering an environment of mutual support and professional empowerment, SCOPE is ensuring a future where gender parity drives organizational excellence. The session was attended by women employees and senior officials of SCOPE.

SCOPE - International Coaching Federation (ICF), USA collaborate for Coaching-Led Leadership Development

Mr. Atul Sobti, Director General, Standing Conference of Public Enterprises (SCOPE), the apex body for Public Sector Enterprises (PSEs) in India, and Mr. Steve Weiss, Vice President, International Coaching Federation (ICF), USA, the world’s leading association for the advancement of the coaching profession, signed a Memorandum of Understanding (MoU) to integrate the critical role of coaching in strengthening human capital and supporting organizational transformation. The long-term MoU entails an evidence-based study to understand the state of coaching in India and accordingly developing leadership tools, and internal coaching capabilities for the corporate sector. Through this partnership, SCOPE seeks to align leadership with ICF’s gold standard of coaching.

National Meet of Forum of WIPS held under aegis of SCOPE in Mumbai

Two day National Meet of the Forum of Women in Public Sector (WIPS), under the aegis of Standing Conference of Public Enterprises (SCOPE), on the theme ‘HER ERA – NOW & BEYOND’ was inaugurated in Mumbai by Chief Guest Shri Atul Sobti, Director General, SCOPE & Member, Governing Body, ILO and Guest of Honour, Ms. Shirin Lokhande, Jt. Labour commissioner, Maharashtra in the presence of Smt. Asha Ramamurthy, President, WIPS and other office bearers of WIPS. Bringing together over 600 participants, the meet honored exemplary women performers from various PSEs with excellence awards. During the session, speakers enunciated the indispensable role of women in the evolving global economy and underscored the necessity of recognizing their potential and achieving success today and tomorrow.

WIPS (Forum of Women in Public Sector) has emerged as the single largest group of Women in the organized sector of the country, with over 16000 members. SCOPE has continued to take significant steps towards women empowerment, specifically focusing on the workforce within Public Sector Enterprises (PSEs)in the areas of leadership, health, capacity building and overall empowerment of women.

Principal Secretary to the Hon'ble PM inaugurates 2nd Batch of DAKSH, a SCOPE-CBC commitment for leadership excellence

Dr. P. K. Mishra, Principal Secretary to the Hon’ble Prime Minister launched the 2nd Batch of DAKSH, a flagship leadership program by Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC). Ms. S. Radha Chauhan, Chairperson, CBC; Shri K. Moses Chalai, Secretary, DPE; Ms. Rachna Shah, Secretary, DoPT; Shri K.P. Mahadevaswamy, Chairman, SCOPE; Shri Atul Sobti, Director General, SCOPE and Dr. Alka Mittal, Member, Administration, CBC were also present during the launch at SCOPE Complex, New Delhi. The event was participated by eminent dignitaries including Secretaries from Government of India; Members, Public Enterprise Selection Board (PESB); Chief Executives, Directors and senior leadership of various Government Departments, CBC, Ministries and PSEs.

Developed through a collaboration between SCOPE and the Capacity Building Commission (CBC), GoI, DAKSH has already laid a strong foundation for a robust leadership ecosystem through its inaugural batch. With the launch of the 2nd Batch, the programme continues its mission of strengthening leadership capabilities and fostering excellence across India’s public sector.

While inaugurating the program, Dr. P.K. Mishra said that the Public Sector are architects of India’s industrial and infrastructure base and they have played and are still playing an important role in the development of the nation. He added that in an increasingly volatile world, Public Sector have the stability to bring about development and are uniquely placed for energy transition, but also cited the need for them to become competitive by being innovative and technology oriented. He further encouraged DAKSH participants to leverage the program, broaden their horizons and sharpen their judgment

Appreciating the unique leadership framework developed by CBC and SCOPE, Shri K. Moses Chalai advised that the next generation of leaders must be equipped with both clear vision and broad peripheral knowledge. He described DAKSH as a timely and vital intervention, designed to cultivate the high-calibre managers and leaders who will drive the nation’s economy forward.

Expressing his gratitude to Dr. P.K. Mishra and other distinguished dignitaries, Shri Atul Sobti remarked that, as the apex body of PSEs, SCOPE has always been driven by a core purpose: to remain relevant and meaningful. He highlighted that the DAKSH leadership program is a testament to this mission, cultivating leaders equipped to navigate dynamic and complex environments with vision, agility, and accountability.

Dr. Alka Mittal in her address shared that the DAKSH leadership program aims to fortify the human resource foundation by enhancing both individual and institutional capacity. She emphasized that the program is designed for future-readiness, framing leadership not just as a goal, but as a lifelong journey of growth.

The second cohort of DAKSH being organised in association with Knowledge partner Egon Zehnder and academic partner IIM Indore, brings together over 70 high-potential senior executives from various PSEs across the country. This 12-month immersive learning journey is meticulously designed to be future-focused, empowering participants with the strategic, behavioural, and transformational competencies required to navigate the complex and evolving challenges of the public sector.

SCOPE and Harvard Business Impact Launch Harvard ManageMentor Program for PSEs

Cultivating future ready leadership in PSEs, Shri Atul Sobti, Director General, SCOPE and Shri Sumit Harjani, Managing Director, India, Harvard Business Impact (HBI) officially launched the globally acclaimed Harvard ManageMentor (HMM) program for PSEs under the umbrella of SCOPE. Members, SCOPE Executive Board – Shri Ayush Gupta, Director (HR), GAIL; Dr. Yatindra Dwivedi, Director (Personnel), POWERGRID and Smt. Sangeeta Ramrakhyani, Director (HR), CWC were also present. Specially curated for Public Sector Enterprises (PSEs) and facilitated through SCOPE, the program has already witnessed an overwhelming response, with over 5,000 participants on board, reflecting strong enthusiasm across the Public Sector. Harvard ManageMentor is a premier digital learning platform comprising 42 interactive modules covering key areas such as strategic thinking, change management, leadership, communication, and Artificial intelligence. This initiative by SCOPE marks a significant step towards fostering a culture of continuous learning, managerial excellence, and global best practices within India’s PSEs.

SCOPE welcomes an inclusive, reforms-oriented futuristic budget 2026, expanding opportunities and responsibility for Public Sector

Standing Conference of Public Enterprises (SCOPE), an apex body of Public Sector Enterprises compliments the Hon’ble Finance Minister for presenting a reform oriented inclusive and futuristic Union Budget 2026 that reinforces growth momentum and advances the vision of an Aatmanirbhar & Viksit Bharat. SCOPE welcomes the emphasis on long-term over short term thrust with sustained focus on capex, infrastructure development, MSME incentivisation, industry aligned skills, technology & innovation. The Budget also expands the opportunities for the Public Sector in the roadmap for a self-reliant developed India with sector-specific initiatives in many areas including infrastructure equipment & projects, manufacturing of electronic components, rare earths, mining, hi-tech tool rooms, Artificial Intelligence, Carbon Capture Units and production of hi-tech devices for divyangjan, while placing greater responsibility to drive capex, MSMEs and R&D.

SCOPE and Capacity Building Commission partner with ISB for DAKSH Leadership program

Pivoting future leadership through DAKSH leadership program, Standing Conference of Public Enterprises (SCOPE) and Capacity Building Commission (CBC), GoI and signed an agreement with the Indian School of Business (ISB) for the third batch. Shri Atul Sobti, Director General, SCOPE, Shri Jagdeep Gupta, Secretary, CBC, and Professor Madan Pillutla, Dean, Indian School of Business (ISB) signed the agreement in the presence of Dr. Alka Mittal, Member, CBC; Shri Adil Zainulbhai, Former Chairman, CBC, along with other officials from CBC, SCOPE and ISB.

DAKSH (Development of Aspiration, Knowledge, Succession & Harmony) is a first-of-its-kind flagship leadership development initiative jointly conceptualized by SCOPE and CBC that aims at equipping high-potential executives, expected to assume Board level positions with advanced leadership capabilities, strategic thinking, and a comprehensive understanding of emerging industry dynamics.

The third batch of DAKSH, anchored by ISB as the Knowledge and Academic Partner, will focus on developing leadership capabilities across key domains such as strategic decision-making, governance and risk management, stakeholder ecosystem navigation, digital transformation, and leading large organizations in a dynamic environment.

The signing of this agreement marks another significant milestone in DAKSH, SCOPE and CBC’s flagship leadership program for PSEs, further strengthening their shared vision of building enduring leadership capacity across India’s PSEs.

SCOPE Business Quiz Bonanza Celebrates Intellectual Prowess in PSEs

Standing Conference of Public Enterprises (SCOPE) hosted SCOPE Business Quiz Bonanza addressed by Shri K.S. Murthy, CMD, BHEL; Shri Atul Sobti, Director General, SCOPE and Shri Uttam Lal, Director (Pers.), NHPC. This national level quiz competition for PSE Employees, held at SCOPE Complex, New Delhi saw a massive turnout of 107 teams from various Public Sector Enterprises from across the country. Winners of SCOPE Business Quiz Bonanza are S.W. Kispotta and Anand Raj, SAIL (Winner) and Saif Rahman and Mohit Kumar Gupta, Grid India (Runners Up) .

Designed to promote teamwork and a spirit of healthy competition, the quiz challenged participants with pertinent questions of global business trends, economic principles, and current affairs. While testing the intellectual agility of the competing teams, the event served as a high-impact platform to spotlight the monumental achievements and strategic contributions of Indian PSEs to the national economy.

Global Employers' Spokesperson to the ILO meets SCOPE leadership

Mr. Matthias Thorns, Employers’ Spokesperson and Vice President to International Labour Organization (ILO) met Mr. Atul Sobti, Director General, SCOPE & Member ILO Governing Body, along with senior officials of SCOPE, to discuss the role of Indian employers in global dialogue frameworks to support harmonious industrial relations. The meeting emphasized on the vital role of tripartite cooperation in today’s business landscape and underscored the need for stronger employer engagement within ILO forums to drive inclusive growth, sustainable employment, and resilient industrial relations.
